Jefferson Parish is a designated "participating jurisdiction" and receives federal assistance funds from the United Stated Department of Housing and Urban Development (HUD). Peoples Community Subsidiary, Inc. (Peoples) is a private, non-profit organization that receives Home Investment Partnership Program (HOME) funds from Jefferson Parish. Peoples also receives funds from the Louisiana Office of Community Development (OCD). Peoples is a designated Community Housing Development Organization by Jefferson Parish and the State.
Peoples currently has two contracts with Jefferson Parish: one contract is to develop affordable housing called the Anderson Place Project, which is funded by HUD/HOME funds; and the second contract is to develop affordable housing called the Jefferson 7/LRA 7 Project, which is funded by HOME funds.
An employee of Peoples, who is a Project Manager for People's Plaquemines Parish Nonprofit Rebuilding Pilot Program, which is funded by Community Development Block Grant's disaster recovery program, seeks to submit an application to Jefferson Parish's First Time Homebuyers Program to purchase a home in the Jefferson 7/LRA 7 Project.

La. R.S. 42:1113A states no public servant, or a member of such a public servant's immediate family, or a legal entity in which he has a controlling interest shall bid on or enter into any contract, subcontract or other transaction that is under the supervision or jurisdiction of the agency of such public servant.
