In connection with her request for a waiver of the $160 late fee assessed for the late filing of a Special campaign finance report, Scarlett Milton Major, states that she had her filing scheduled marked so that she did not miss due dates for her reports. For the primary election, she did not have to file a Special 48 hour report, but with the general election, she received a donation the week of the election. Ms. Major maintains that she misread the report, by reading as "transactions within 48 hours of the election", instead of "within 48 hours of the transaction". On election day she was going over her reports and checking the dates of what was next and noticed that it should have been filed within 48 hours of the transaction. She immediately filed her report upon realization of her mistake. Ms. Major is an "any other" level candidate. This is her second campaign. She was a successful candidate.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
