Jefferson Davis Parish is seeking funding for a new jail and is considering using capital outlay money that would be issued by the state to purchase property from a company that is owned by Andrew Guinn, Sr. and Andrew Guinn, Jr., the brother and nephew of Louisiana State Representative Johnny Guinn.

La. R.S. 42:1113C states that no legislator, member of his immediate family, or legal entity in which he has a controlling interest shall bid on or enter into or be in any way interested in any contract, subcontract, or other transaction involving the legislator's agency. La. R.S. 42:1113D prohibits a legislator, the spouse, or immeidate family member or any legal entity of such a person from entering into any contract with state government.
