Advisory opinion request regarding fund raising for the Bossier Sheriff 's Young Marine Program.
Facts:
Mr. McNemar has stated that the Bossier Sheriff Young Marine Program is administered by Sheriff Julian C Whittington and the Bossier Parish sheriff Office. Sanctioned by the United States Marine Corps the program provides community based physical education programs in the name of the Marine family which are designed to teach young men and women respect for their bodies through physical fitness, which in return will instill resistance to the temptations of illegal drugs, alcohol and tobacco use. In addition, the Young Marine Program will inject into the participants the ideals of honesty integrity and respect as well as at-risk youth developing goals of academic success.

Once the participants enroll as a recruit they go through a twenty six hour, eight week long boot camp and upon graduation, become a Bossier Sheriff Young Marine. The year around program for the Young Marines is sixteen hours a month This program is coordinated by one full time deputy, however he is not working on this program full time and several volunteers from the local United State Marine Corp.

The Bossier Sheriff's Office would like to offer weekend trips and encampments to the Young Marines supervised by, the Program Administrator, who is a full time deputy and several volunteer Marines. Would the Bossier Sheriff's Office and Young Marines be allowed to hold a fund raiser to fund the expense of the trip of the Young Marines since this is a program sponsored by the Bossier Parish Sheriff's Office. The program staff and volunteers would not be fund raising nor would the funds raised go toward their expense. The funds raised would only go toward the expense of the Young Marines and will be accounted for separately.

Recommendations:
Adopt the proposed advisory opinion.
