Robert Gray states that he is employed with the Architectural Services Division of the Department of Public Works. Charles Carter Construction currently has a contract with the City of Baton Rouge for the construction of buildings within the Baton Rouge area. The Architectural Division of the Department of Public Works reviewed the plans, handled the bidding process for the building project and administers the contract between the City and Carter Construction.
Robert Grey's private company would like to provide services to Patrick Keller. Patrick Keller is the brother of Joe Keller. Joe Keller is employed with Charles Carter Construction. Neither Patrick Keller nor Joe Keller has an ownership interest in Charles Carter Construction.

Section 1111C(2)(d) of the Code prohibits a public servant from accepting anything of economic value for services provided from a person who has a business relationship with the agency of the public servant or may be regulated by the agency of the public servant.
