Appearance in connection with a request that the Board waive the $1,200 campaign finance late fee assessed against Louisiana Association of Fire and Casualty Companies PAC, a political action committee, whose Monthly campaign finance disclosure report was filed 6 days late.
Facts:
In connection with his request for a waiver of the $1,200 late fee assessed for the late filing of a Monthly report campaign finance report, J. E. Brignac, Jr., Treasurer and on behalf of the committee, states that he was overwhelmed beyond belief during the period that the report was due. There were a series of events that resulted in the late filing of the report. He states that he was out of his office for 16 days beginning on February 26, 2013. On that day he undertook a project that consumed him until the end of the project on March 8, 2013.
The project involved the Louisiana Department of Insurance and the City of New Orleans Ground Transportation Division. He ended up saving 250 jobs by actions that were taken with the project.

On March 7, 2013, Mr Brignac became aware of an incident that involved his eldest son and his wife. Although the incident was resolved, it tied him up all day on March 8th and 9th. In the middle of the family incident he received notice that he needed to be in New Orleans on March 11, 2013 for an emergency meeting of the Louisiana Stadium and Exposition District (Superdome Commission). Mr. Brignac is a member of the Commission.

On March 13th he returned to his office. However, his company was hosting a 2013 First Quarterly Board meeting that consumed two days.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.
