Advisory regarding whether William Jarrell, or a firm he works for, may continue to perform work for the St. Landry Parish Economic and Industrial Development District (SLEIDD) while his father-in-law serves as a member of SLEIDD. |

William Jarrell is an engineer employed by Morgan Goudeau & Associates. Mr. Jarrell has done some engineering work for the St. Landry Parish Economic and Industrial Development District (SLEIDD). The Corps of Engineers has recently questioned whether some land owned by SLEIDD is wetlands. SLEIDD would like to engage Mr. Jarrell to assist SLEIDD in working with the Corps of Engineers.
In addition, SLEIDD has a prospect from North Carolina who has expressed a desire to purchase up to 55 acres, promising at least 200 jobs. SLEIDD would like to engage Morgan Goudeau & Associates to survey the property.
Charles Aguilard, the father-in-law of William Jarrell, is a member of the SLEIDD Board of Directors.

R.S. 42:1113B prohibits an appointed member of a board or commission, his immediate family member, or a legal entity in which they have a substantial economic interest, from entering into or being in any way interested in a transaction that is under the supervision or jurisdiction of the board or commission.
