RE:
Waiver request submitted by James Smith, Jr., member of the Village of Bienville Board of Aldermen, regarding a $1,500 late fee assessed for filing his 2009 Tier 3 annual pfd 703 days late.
Facts:
Mr. Smith confused the filing requirements with the campaign finance filing requirements. When he received the letter in 2010, he thought it was requesting him to disclose campaign contributions, since he had none, he did not file.
