Advisory opinion request from Ms. Margaret Doucet regarding her employment with the City of Opelousas and her proposed employment with the Town of Washington. |

Presently, Ms. Doucet is employed with the City of Opelousas as the Code Enforcement Officer/Building Official where she works Monday through Friday. As Building Official for Opelousas, she states that she is responsible for the issuing and supervising inspections of all permits issued for the Town of Washington. Recently, she was asked by a representative of Washington to work for the Town as their consultant handling blighted property/abandoned buildings, which is also part of her duties for Opelousas. She was asked to serve outside of the daily working hours that she is employed with the City of Opelousas. Neither times or duties will conflict with the other, and neither position has supervisory authority over the other.

Section 1111C(1)(a) prohibits a public servant from receiving a thing of economic value for a non-public service that is devoted substantially to the responsibilities, programs, and operations of the agency of the public servant and in which the public servant has participated.
