Advisory opinion regarding whether the members of the Lake Fosse Point, Lake Dautrerive, and Grand Avoille Cove Advisory Board are required to file annual personal financial disclosure statements pursuant to R.S. 42:1124.2.1. |

The Lake Fosse Point, Lake Dautrerive, and Grand Avoille Cove Advisory Board was created pursuant to R.S. 56:796 to advise the Secretary of the Department of Wildlife and Fisheries on matters pertaining to the preservation and development of recreational opportunities in the Lake Fosse Point, Lake Dautrerive, and Grand Avoille Cove area. R.S. 56:796(B)(6) states that the maximum expenditure of state funds is limited to $2,000 per year. However, the Advisory Board is authorized to receives gifts, grants, donations, or other additional sums of money for both private and public sources.
At this time, the Advisory Board has no budget or spending procedures in place. Further, the Advisory Board has not received any funds, including during the 2012 calendar year. In addition, any expenditures related to the Advisory Board are made by the St. Mary Parish Tourist Commission on recommendation by the Advisory Board.

La. R.S. 42:1124.2.1 requires financial disclosure for each member and designee of a board or commission which has the authority to expend, disburse or invest $10,000 or more of funds in a fiscal year on or before May 15th of each year during which the person holds office and the year following termination of the holding of such office.
