LAC Title 46, Part LIX, Chapter 1, §103 H. <br /> 6. <br /> Fabian Blathe, III continuously served as the Executive Secretary of the L BP E from <br /> March 21, 2016, until September 21, 202 1, when the L BP E voted to terminate Mr. Blache's <br /> employment. <br /> IMPROPER OVERTIME PAYMENTS, <br /> ENT <br /> 7. <br /> Governor John Bel Edwards's Executive Order No. 016-075, which governs leave for <br /> classified employees in the Executive Branch of the State of Louisiana, states that"compensatory <br /> leave shall not be earned by the executive director or equivalent chief administrative office of <br /> boards, commissions, or authorities operating within the executive branch who are appointed inted b <br /> pp y <br /> the board, commission, or authority." <br /> 8. <br /> Executive Order leo. 016-075 further states that "Nagency heads are ineligible to receive <br /> Compensation of any nature for overtime hours worked." j <br /> i <br /> 9. <br /> In 2016, Fabian Blache III was informed by the Office of Civil Services that his position <br /> as L BP E Executive eeretuy was an unclassified position and, as such, not eligible to receive <br /> compensation for overtime hours worked, <br /> Page 2 of 6 (Docket No, 2022^ 76) <br />
