R.S. 42:1141.3. <br /> 4. <br /> In accordance with La. R.S. 42:1141C(3)(b)(iv), the BOE designated Tracy M. Barker, <br /> David Bordelon,Mallory Guillot,Jessica Meiners,and Charles Reeves as the BOE's trial attorneys <br /> in this matter, with David Bordelon serving as the Lead Trial Attorney. <br /> III. ALLEGATIONS <br /> 5. <br /> Charles Williams was employed by the Monroe City School Board as a substitute teacher, <br /> track coach, and behavior coach at Carroll High School in Monroe from February 17, 2022, until <br /> April 13, 2023. Mr. Williams was later rehired on August 3, 2023, where he remained employed <br /> until May 24, 2024. <br /> 6. <br /> Charles Williams operates Forever Williams Photography as a sole-proprietorship. <br /> 7. <br /> Between April 22, 2022 and January 26, 2023, Charles Williams d/b/a Forever Williams <br /> Photography entered into nine transactions with Carroll High School, for which Carroll High <br /> School paid Mr. Williams a total of$5,971.50. <br /> IV. PROVISIONS OF LAW <br /> 8. <br /> La. R.S. 42:1113(A)(1)(a): No public servant ... or legal entity in which he has a <br /> controlling interest shall bid on or enter into any contract, subcontract, or other transaction that is <br /> under the supervision or jurisdiction of the agency of such public servant. <br />
