R.S.42:1102 of the Louisiana Code of Governmental Ethics are <br /> germane to analyzing the findings of fact and the applicable law, <br /> §1102. Definitions <br /> Unless the context clearly indicates otherwise,the following words and ten.iis,when used ill <br /> this Chapter, shall have the following meanings: <br /> (2)(a)(1) def ines "Agency" to mean a department, office, division, agency, <br /> commission,board,committee,or other organizational unit of governmental entity. <br /> "Agency of the public servant" and `phis agency" when used, in reference to the <br /> agency of a public servant shall mean for public servants in the twenty principal <br /> departments of the executive branch of state government, the office in which such <br /> public servant carries out his primary responsibilities; ...except that in the case of <br /> public servants who are members or employees of a hoard or commission or who <br /> provide staff assistance to a hoard or. commission, it shall. mean the board or <br /> commission. <br /> (8) defines "Controlling interest" to mean any ownership in any legal entity or <br /> beneficial interest in a trust,held by or on behalf of an individual or a member of his <br /> immediate family, either individually or collectively, which exceeds twenty-five <br /> percent of that legal entity. <br /> (12) defines "Governmental entity,} means the state or any political. subd ivisloll <br /> which employs the public employee or employed the former public employee or to <br /> which the elected official is elected,as the ease may be. <br /> (23) defines "Transaction involving the governmental entity" to rnean any <br /> proceeding, application, submission, request for a ruling or other determination, <br /> contract, claim, case, or other such particular matter which the public servant or <br /> former public servant of the governmental entity in question knows or should know-, <br /> (a) Is,or will be,the subj ect of action by the governmental entity.(b).Is one to which <br /> the governrnexntal entity is or will be a,party. Is one in which the governmental <br /> entity has a direct interest. <br />
