3. <br />In accordance with La. R.S. 42:1141C(3)(b)(iv), the BOE designates Tracy M. Barker, <br />Charles E. Reeves, Jr.,Kelsey Simmons, Kathryn CalmesRich, and Jessica T. Meinersas the <br />BOE’strial attorneys in this matter,with Jessica T. Meiners serving as the Lead Trial Attorney. <br />III. <br />ALLEGATIONS <br />4. <br />Johnny Gilbert &Associates, Inc.(“JGAA”),a state-licenseddistributor of electronic <br />video bingo machines,registered as a domestic business corporationwith the Louisiana Secretary <br />of State on June 29, 1989. <br />5. <br />As astate-licensed distributor of electronic video bingo machines within the City of <br />Bastrop, JGAA is required to apply for and obtain an electronic video bingo distributor license and <br />permit from the City of Bastropannually by paying a $250.00 processing fee and a $10.00 per <br />machine fee. Additionally, license holders must pay the City of Bastrop a monthly assessment of <br />$10,000. <br />6. <br />From May 5, 2023, through June 5, 2025, JGAA paid the City of Bastrop a total amount <br />of $260,000 in monthly assessments.Between2023, 2024, and 2025, JGAA paid the City of <br />Bastropa total of $264,846.70 for annual licenses and permit fees, monthly assessments, <br />sponsorships, and donations. <br />7. <br />Charles Henry Bradford (“Mr. Bradford”) was elected to the office of Alderman, District <br />Page 2of 3(Agency Tracking No. 2025-590) <br /> <br />
