An advisory opinion that provisions of the Campaign Finance Disclosure Act (CFDA) prohibit a state PAC from using excess PAC funds to make contributions to legislative caucuses. The CFDA does not prohibit a political committee from using excess PAC funds to make a contribution to another political committee.
