She was employed as the Personnel Manager at all times pertinent herein,with her duties <br /> including the coordination of personnel functions with payroll activities. <br /> 4. <br /> In 2018, Jennifer Davis was instructed by St. James Parish President Timothy Roussel to <br /> locate a company to upgrade the payroll system for St. James Parish Government. <br /> 5. <br /> In 2018, Jennifer Davis contacted S&W Payroll Services, LLC d/b/a/Netchex to inquire <br /> into the company's payroll services. <br />
