Ethics Board Docket No. 2021-081 <br /> Page 4 of 8 <br /> 11. <br /> None of the fee payments made to Jenn Davis LLC by S&W Payroll Services LLC related <br /> to the contract between S&W Payroll Services LLC and St. James Parish. <br /> 12. <br /> If called to testify, S&W Payroll Services LLC,through one or more officers or employees, <br /> would state that it is implementing screening procedures to prevent further conflicts of interest and <br /> is developing training for all staff who interact with public employees. <br /> IV. <br /> PROVISIONS OF LAW: <br /> 13. <br /> Section 1117 of the Ethics Code prohibits a person from paying any thing of economic <br /> value to any public servant when the public servant is prohibited by the Ethics Code from receiving <br /> such payments. <br /> La. R.S. 42:1117: <br /> No public servant or other person shall give,pay, loan, transfer, or deliver or offer <br /> to give, pay, loan, transfer, or deliver, directly or indirectly, to any public servant <br /> or other person any thing of economic value which such public servant or other <br /> person would be prohibited from receiving by any provision of this Part. <br /> 14. <br /> Section 1111 C(2)(d)of the Ethics Code prohibits a public servant from receiving anything <br /> of economic value for services rendered to any person who has, or is seeking to obtain, a <br /> contractual relationship with the public servant's agency: <br /> La. R.S. 42:1111C(2)(d): <br /> No public servant shall receive any thing of economic value for any service, the <br /> subject matter of which: Neither performed for nor compensated by any person <br />
