LOUISIANA BOARD OF ETHICS _ <br /> CONSENT OPINION <br /> BD NO: 2022-434 <br /> RE: IN THE MATTER OF SCOTT HEARNE, FREDERICK WILLIAMS AND <br /> MICHAEL ROBERTS <br /> The Louisiana Board of Ethics (the "BOE"), pursuant to the authority contained in the <br /> Louisiana Code of Governmental Ethics (the "Ethics Code"), La. R.S. 42:1101, et. seq., and <br /> particularly Section 1141 of the Ethics Code, conducted a confidential investigation concerning <br /> information that a) each of Scott Hearne, Frederick Williams and Michael Roberts, in their <br /> capacities as members of the Louisiana State Board of Home Inspectors (the "LSBHI") may <br /> have violated Section l I I1C(2)(d) of the Ethics Code by virtue of receiving compensation for <br /> providing continuing education services to persons who conduct operations or activities which <br /> are regulated by the LSBHI and b) Michael Roberts, in his capacity as a member of the LSBHI <br /> may have violated Section 1113B of the Ethics Code by virtue of his application to the Louisiana <br /> State Board of Home Inspectors for approval to be a continuing education provider. <br /> On the basis of information obtained during the investigation, and with the concurrence <br /> of Scott Hearne, Frederick Williams and Michael Roberts, the BOE, Scott Hearne, Frederick <br /> Williams and Michael Roberts enter into this Consent Opinion as follows: <br /> I. <br /> PARTIES: <br /> The Parties hereto are: <br /> Scott Hearne, a person of the full age of majority, domiciled in the Parish <br /> of Lincoln with the last known address of 106 Cedar Drive, Ruston, <br /> Louisiana 71270; <br />
