Ethics Board Docket No. 2022-638
contract with, be employed in any capacity by, or be appointed to any position by
that board or commission.
V. OPINION
It is the opinion of the BOE that Rose Jackson was an appointed member of the District
Board of Directors from December 14, 2016,until her resignation on August 10,2021. Therefore,
Rose Jackson was prohibited by Section 1121(A)(2) from being employed by the District for a
period of two years following her resignation as a member of the District Board of Directors.
It is the opinion of the BOE that Rose Jackson, in her capacity as a former member of the
District Board of Directors, violated La. R.S.42:1121(A)(2) by virtue of her employment with the
District within two years of her resignation as a member of the District Board of Directors.
If this matter proceeded to a public hearing before the Ethics Adjudicatory Board("EAB"),
and the EAB found a violation of the Ethics Code, the EAB could impose a fine of up to $10,000
pursuant to La. R.S. 42:1153. Additionally, the EAB could impose a civil penalty up to 1.5 times
the amount of the illegal gain, pursuant to La. R.S. 42:1155.
In this particular matter, the parties have agreed to resolve this matter amicably. Therefore,
it is the conclusion of the BOE that the interests of the public and judicial efficiency would be
served through the publication of this Consent Opinion with the imposition of a$600 civil penalty
against Rose Jackson.
