Ethics Board Docket No. 2019-862 <br /> Page 2 of 8 <br /> II. <br /> JURISDICTION: <br /> 1. <br /> The BOE is an agency of the State of Louisiana domiciled in East Baton Rouge Parish, <br /> Louisiana. <br /> 2. <br /> The BOE is authorized to offer a Consent Opinion to Klay Becnel by virtue of Section <br /> 1141 C(3)(f)of the Ethics Code. <br /> III. <br /> FINDINGS OF FACT: <br /> 3. <br /> Klay Becnel was employed by St. James Parish Government ("SJPG") as Transit Shop <br /> Mechanic in the Transportation Operations Department from February 25, 2009 until his <br /> termination on March 4, 2018. <br /> 4. <br /> As Transit Shop Mechanic in the Transportation Operations Department, Klay Becnel <br /> was responsible for carrying out all phases of transportation maintenance relative to all vehicles <br /> in the SJPG transit fleet. <br /> 5. <br /> During the time that Klay Becnel was employed as Transit Shop Mechanic for SJPG, he <br /> purchased automobile and boat parts totaling $11,052.88 with St. James Parish funds for his <br /> personal use or personal gain, as the parts did not fit any vehicles owned by SJPG. <br />
