Ethics Board Docket No. 2019-862 <br /> Page 5 of 8 <br /> V. <br /> OPINION: <br /> It is the opinion of the BOE that Klay Becnel violated La. R.S. 42:1111 A(1)(a) by virtue <br /> of his receipt of automobile and boat parts totaling $11,052.88 with SJPG funds, which he was <br /> not duly entitled to receive for the performance of his job duties and responsibilities as an <br /> employee of SJPG. <br /> It is the opinion of the BOE that May Becnel violated La. R.S. 42:1112A by participating <br /> in transactions involving SJPG in which he had a personal substantial economic interest when he <br /> purchased automobile and boat parts totaling $11,052.88 with SJPG funds that were for his <br /> personal use or gain. <br /> If this matter proceeded to a public hearing before the Ethics Adjudicatory Board., and the <br /> Ethics Adjudicatory Board found a violation of the Code of Governmental Ethics, the Ethics <br /> Adjudicatory Board could impose a fine of $10,000 for each violation of the Code. In this <br /> particular situation, it is the conclusion of the Board that the interest of the public would be <br /> served by, and the parties have agreed to, resolving this matter arnicably through the publication <br /> of this Consent Opinion with the imposition of a civil penalty in the amount of$1,000.00 against <br /> May Becnel. <br /> VI. <br /> ORDER: <br /> For the foregoing reasons: <br /> IT IS ORDERED that May Becnel violated La. R.S. 42:1111A(1)(a) by virtue of his <br /> receipt of automobile and boat parts totaling $11,052.88 with SJPG funds, to which he was not <br />
