BOE Docket No.2019-1317 <br /> BOE Docket No.2020-851 <br /> Page 3 of 10 <br /> FINDINGS OF FACT <br /> 4. <br /> Mr. Morrow was appointed to the Opelousas General Health System Board of Trustees <br /> ("Board") and served as such from January 5, 2012 until his resignation on July 15, 2020. <br /> 5. <br /> Mr. Morrow is an attorney, licensed to practice in the State of Louisiana, who is the sole <br /> owner and operator of PMPLC. PMPLC is a twenty-five (25%) partner of the law firm, MMRB. <br /> Mr. Morrow is the managing general partner of MMRB. All "significant" decisions are made by <br /> a vote of the four (4)partners. <br /> 6. <br /> On August 17, 2016, the Opelousas General Hospital Authority, A Public Trust d/b/a <br /> Opelousas General Health System("OGHS") entered into an Attorney Representation Agreement <br /> ("Agreement") with MMRB, wherein MMRB agreed to represent OGHS in a class action suit <br /> against Blue Cross Blue Shield of Louisiana. Mr. Morrow executed the Agreement on behalf of <br /> MMRB. On August 26, 2016, a Class Action petition was filed on OGHS's behalf against Blue <br /> Cross Blue Shield of Louisiana by MMRB and was signed by Mr. Morrow. <br /> 7. <br /> The Agreement provided for the compensation of MMRB as a result of its service as <br /> OGHS's counsel in class action litigation. As a partner with twenty-five(25%)interest in MMRB, <br /> PMPLC would receive twenty-five (25%) of any compensation received by MMRB under the <br /> Agreement. Any fee split earned by PMPLC would go directly to Mr. Morrow as the sole owner <br /> and operator of PMPLC. <br />
