BOE Docket No.2019-1317 <br /> BOE Docket No. 2020-851 <br /> Page 6 of 10 <br /> If this matter proceeded to a public hearing before the Ethics Adjudicatory Board, and the <br /> Ethics Adjudicatory Board found a violation of the Code, the Ethics Adjudicatory Board could <br /> impose a fine of up to $10,000 for each violation of the Code. Additionally, violations of the Code <br /> that net a public servant an economic advantage can also result in the recovery of penalties equal <br /> to one and one-half(1.5) of the amount of economic advantage. In this particular situation, it is <br /> the conclusion of the Board that the interest of the public would be served by, and the parties have <br /> agreed to resolving this matter amicably through the publication of this Consent Opinion with the <br /> payment of a civil penalty of $7,500.00 plus all appeal costs against the Respondents. <br /> Furthermore,the Parties hereby agree to dismiss all actions pending before the Ethics Adjudicatory <br /> Board (Docket Nos. 2020-7423, 2020-7424, 2020-7425, 2020-8033, 2021-7958, 2021-7961, and <br /> 2021-7967) and the Louisiana Supreme Court (Docket Nos. 2023-C-00783 and 2023-C-00804) <br /> with prejudice. <br /> As evidenced by the signature below, Mr. Patrick C. Morrow, Sr., Patrick Morrow, A <br /> Professional Law Corporation, and Morrow, Morrow,Ryan, and Bassett, A Louisiana Partnership <br /> knowingly and of their own free will: (a) do not contest that any charges previously filed by the <br /> BOE could be supported by facts stated herein without admitting the charged violations; (b) do not <br /> contest that the BOE possesses evidence that could support violations of La. R.S. 42:1113 and La. <br /> R.S. 42:1121 of the Code, such that if the evidence is presented at a public hearing, the Ethics <br /> Adjudicatory Board could find the Respondents violated the specified Code provision(s); (c)waive <br /> their rights of appeal; (d) acknowledge that upon their signature being affixed to this consent <br /> decree, this document will be available to the public as a public record; (e) agrees that this order <br /> and decree is final; and, (f) agrees to comply with any other term and/or condition in the following <br /> order and decree. <br />
