Ethics Board Docket No. 2022-060 <br /> Page 3 of 7 <br /> 5. <br /> On September 29, 2020, Charles Cravins, in his capacity as District Attorney of the 270 <br /> Judicial District, signed an insurance application and finance agreement with DCIA on behalf of <br /> the District Attorney's Office to obtain a commercial property insurance policy renewal <br /> underwritten by Scottsdale Insurance Company. <br /> 6. <br /> DCIA received $646.20 as its commission on the transaction with the District Attorney's <br /> Office. <br /> 7. <br /> If called to testify, Charles Cravins would explain and offer evidence that on September <br /> 29, 2020,the same day that he signed the application and finance agreement for the renewal of a <br /> commercial property insurance policy with Scottsdale Insurance Company — procured through <br /> DCIA, he attempted to correct the matter by instructing his staff to transfer the coverage away <br /> from DCIA to another agency to eliminate the conflict of interest. Notwithstanding his efforts to <br /> eliminate the conflict of interest,the renewal of the insurance policy with DCIA and financing had <br /> already been executed. <br /> IV. <br /> PROVISIONS OF LAW: <br /> 1. <br /> La.R.S.42:1112B(1): <br /> No public servant, except as provided in R.S. 42:1120, shall participate in a transaction <br /> involving the governmental entity in which, to his actual knowledge, any member of his <br /> immediate family has a substantial economic interest. <br /> 2. <br /> The following terms are defined in La.
