LOUISIANA BOARD OF ETHICS <br /> CONSENT OPINION <br /> RE: IN THE MATTER OF BD NO: 2020-622 <br /> ROBERT BERRY <br /> The Board of Ethics (the "BOE"), pursuant to the authority contained in the <br /> Louisiana Code of Governmental Ethics (hereinafter referred to as the 'Ethics Code"), La. <br /> RS. 42:1101, et. seq., and particularly Section 1141 of the Ethics Code, conducted a <br /> confidential investigation concerning information that Robert Berry, in his capacity as a <br /> board member of the Cypress-Black Bayou Recreation and Water Conservation District. <br /> This Consent Opinion, entered into and agreed upon between BOE and Robert Berry, is the <br /> product of a compromise of a disputed claim, wherein Robert Berry may have violated La. <br /> RS. 42:1113B by entering into transactions under the supervision and jurisdiction of the <br /> Cypress-Black Bayou Recreation and Water Conservation District; and, La. RS. 42:1112A <br /> by participating in transactions involving the Cypress-Black Bayou Recreation and Water <br /> Conservation District in which he may have had a substantial economic interest. <br /> The civil penalty herein agreed upon between the parties assessed to Robert Berry is <br /> not to be construed as an admission of a violation, fault, or liability on the part of Robert <br /> Berry as it relates to any pending suit in Bossier Parish, Louisiana, to include docket <br /> numbers: 162,928 and 163,047; but will be considered an admission as it relates to the <br /> above captioned matter before the Board of Ethics. <br /> On the basis of information obtained during the investigation, the BOE and Robert <br /> Berry enter into this Consent Opinion as follows. <br /> 1 <br />
