ANALYSIS <br /> Brenda Shelling is a public servant pursuant to La. R.S. 42:1102(19). As an elelcted member of <br /> the Monroe City School District,she is a member of a governing authority,the Monroe City School <br /> Board, pursuant to La. R.S. 42:1102(11). Her governmental entity is Monroe City School District <br /> pursuant to La. R.S. 42:1102(12). Her daughter, Dr. Cassandra Shelling, is her immediate family <br /> member pursuant to La. R.S. 42:1102(13). <br /> Pursuant to La. R.S. 42:1119B(2)(a)(i), Dr. Cassandra Shelling was permittd to be employed by <br /> the Monroe City School District as a certified teacher teaching a classroom while her mother serves <br /> as a member of the Monroe City School Board. Further, once Dr. Cassandra Shelling has been <br /> employed for at least one year with the Monroe City School Distict as a certified teacher teaching <br /> in a classroom,Dr. Shelling may be promoted to an administrative position provided she possesses <br /> the qualifications and certifications for the administrative position pursuant to La. R.S. <br /> 42:1119B(2)(a)(v). In addition, Dr. Cassandra Shelling was not required to have met the one-year <br /> employment condition in La. R.S. 42:1119B(2)(a)(v) at the time she applied for the principal <br /> position;however,if qualified,the promotion may not occur until Dr. Cassandra Shelling has been <br /> employed for at least one year. <br /> CONCLUSION <br /> The Louisiana Board of Ethics concluded and instructed ine to inform you that the Code of <br /> Goverrunental Ethics permits Dr. Cassandra Shelling to apply for a principal position before she <br /> has been employed for one year as a certified teacher teaching in a classroom. However,the Board <br /> concluded, and instructed me to informa you that the Code of Governmntal Ethics only pennits <br /> the promotion to the position of principal one year after her date of hire in August 2024 if she <br /> possesses the qualifications and certifications far the position of principaL In addition, Brenda <br /> Shelling shall recuse herself from any action involving the promotion of her daughter or <br /> assignment of job location. <br /> This advisory opinion is based solely on the facts as set forth herein. Changes to the facts as <br /> presented may result in a different application of the provisions of the Code of Goverrunental <br /> Ethics.
