The Code of Ethics prohibits an employee of the Port of New Orleans and the enployee's company from rendering services to a vendor of the Port of New Orleans; and, from assisting a person within two years from the termination of the employee's employment for compensation in a transaction, or in an appearance in connection with a transaction, involving the Port of New Orleans in which the employee participated in while employed with the Port of New Orleans.

Box 25 <br /> Reserve, Louisiana 70084 <br /> Re: Docket No. 2025-296 <br /> Advisory Opinion <br /> Dear Ms. Steib, <br /> The Louisiana Board of Ethics, at its meeting on September 5, 2025, considered your request for <br /> an advisory opinion as to whether the Code of Goverrunental Ethics("Code")permits you,through <br /> your company, MSITT LLC, to provide contracted services to Spears Global, a company that has <br /> a site control agreement with the Port of New Orleans while you are an employee of the Port or <br /> «�ithin two-years of your retirement with the Port. <br /> FACTS PROVIDED <br /> You are cunently employed as an IT Engineer with the Port of New Orleans ("Port"), which is a <br /> political subdivision of the State. You work under the supervision of Richard Mancuso, the Port's <br /> Dit•ector of IT. Your duties for the Port include designing and engineering highly coinplex <br /> technical system solutions related to networks, databases, applications, etc., evaluating and <br /> analyzing requests for highly complex technical system enhancements or development projects; <br /> providing recolnmendations on project priorities to agency management; plamling inaintenance <br /> activities to ensure seamless integration across all components; ineeting with users, vendors, and <br /> agency management to determine needs, outline parameters, and evaluate results; plaiming <br /> inaintenance activities to ensure seamless integration across all components; providing an expert <br /> understanding of the technical system landscape to ensure that s5�stem development activities are <br /> successful; and responding to highly complex technical systenz troubleshooting requests. You <br /> anticipate retiring from your employment with the Port on October 31, 2026. <br /> You also operate an independent IT consulting business in which you contract to provide IT <br /> computing,network,and software support services through your company, MSITT,LLC. You ask <br /> whether your company is permitted to enter into a private IT services contract with Spears Global, <br /> a company that has a site control property lease agreement with the Port, while you are employed <br /> with the Port and following your retirement froin employment with the Port. <br /> Law <br /> La.
