Terri Cooke, is employed by the Louisiana Department of Health and Hospitals <br /> ("LDH") in the Office of Behavioral Health ("OBH"). She is a Program Monitor with Fiscal <br /> Operations under OBH's Administration and Finance Unit. You and your wife maintain a <br /> community property regime. You stated that you and your wife share everything, including your <br /> earned incomes. <br /> You are a sales agent for Terraboost Media Operating Company("Terraboost Media"), which is a <br /> marketing company that provides advertising kiosks in retail stores, including Albertsons, CVS. <br /> Walgreens, and other retail locations across the United States. You receive a commission from <br /> Terraboost Media for every service contract you secure for Terraboost Media. You are neither <br /> employed by nor have an ownership interest in Terraboost Media. <br /> OBH currently has positive awareness advertising campaigns concerning gambling problems, the <br /> 988-suicide hotline, pregnant and parenting women, etc., with advertisements located in Walmart <br /> pharmacies, bodegas. convenience stores, and mini-marts. You are interested in offering the same <br /> type of service to OBH and other State agencies through Terraboost Media's advertising kiosks <br /> located in Albertsons, Kroger's, CVS, and other pharmacies in the State of Louisiana. <br /> LAW <br /> La. R.S. 42:1111C(2)(d) provides that no public servant and no legal entity in which the public <br /> servant exercises control or owns an interest in excess of twenty-five percent, shall receive any <br /> thing of economic value for or in consideration of services rendered, or to be rendered, to or for <br /> any person during his public service unless such services are: (d) Neither performed for nor <br /> compensated by any person or from any officer, director, agent, or employee of such person, if <br /> such public servant knows or reasonably should know that such person has or is seeking to obtain <br /> Page 1 of 3 (BI) 2025-723) <br /> AN EQUAL OPPORTUNITY EMPLOYER <br />
