Ethics Board Docket No. 2023-996 <br /> Page 2 af 8 <br /> II. <br /> JURISDICTION: <br /> 1. <br /> The BOE is an agency of the State of Louisiana domiciled in East Baton Rouge Parish. <br /> 2. <br /> The BOE is authorized to offer a Consent Opinion to Ryker Anthony and Anthony's Tree <br /> Service, L.L.C. by virtue of La. R.S. 42:1141C(3)(f} of the Ethics Code. <br /> III. <br /> FINDINGS OF FACT: <br /> 3. <br /> Michelle Anthony was first appointed as Town Clerk for the Town of Kentwood, <br /> Louisiana, by nomination of the Mayor and approval of the Town Council on November 6, 2008. <br /> Michelle Anthony continuously remained the Town Clerk until January 5, 2023. <br /> 4. <br /> Michelle Anthony is the biological mother of Ryker Anthony. <br /> 5. <br /> Ryker Anthony became the sole awner and registered agent of Anthony's Tree Service, <br /> L.L.C., as of November 23, 2022. <br /> 6. <br /> On December 20, 2022, Anthony's Tree Service issued an invoice totaling $8,600.00 to <br /> the Town of Kentwood for rendering tree removal and tree trimming services. On December 21, <br /> 2022, the Toum of Kentwood issued a check from its general fund to Anthony's Tree Service for <br /> $8,600.00. The Mayor and a Town Councilman signed the check.
