The Board found James King, in his capacity as an appointed member of the Board of Commissioners of the Concordia Parsih Hospital Service District Number One, violated La. R.S. 42:1112B(5) by particiapting in three transactions involving the Concordia Parsih Hospital Service District Number One in which Dr. Dulam had a substantial economic interest at a time when Dr. Dulam was a party to an existing contract with Mr. King and by reason thereof was in a position to directly affect Mr. King's economic interests.

R.S. <br /> 42:1141 C(3)(fj. <br /> III. <br /> FINDINGS OF FACT: <br /> 1. <br /> In 1961, the Concordia Parish Police Jury created the Concordia Parish Hospital Service <br /> District Number One ("Hospital District") as a political subdivision of the State of Louisiana <br /> pursuant to La. R.S, 46:1051, et sey. The Hospital District is gaverned by a seven-member Board <br /> of Commissioners and operated as Riverland Medical Center from January 13, 19$6, until <br /> February 23,2021, when it began doing business as Trinity Medical. <br /> 2. <br /> James King was appoiated to the Board af Commissioners for the Hospital District in <br /> August 2016. His current six-year term expires Apri127,2027.
