Ethics Board Docket No. 2024-119 <br /> Page 7 of 9 <br /> If this matter proceeded to a public hearing before the Ethics Adjudicatory Board("EAB"), <br /> and the EAB found a violation of the Ethics Code,the EAB could impose a fine of up to $10,000 <br /> for each violation of the Ethics Code,pursuant to La. R.S.42;I 153B. In this particular situation, it <br /> is the conclusion of the BOE that the interests of the public would be served by, and the parties <br /> have agreed to, resolving this matter amicably through the publication of this Consent Opinion <br /> with the imposition of a$1,500 civil penalty against James King. <br /> VI. <br /> ORDER: <br /> For the foregoing reasons: <br /> IT IS ORI?ERED that 3ames King, in his capacity as an appointed member of the Board <br /> of Commissianers for the Hospital District, violated La. R.S. 42:1112B(5) by virtue of <br /> participating in three transactions involving the Concordia Parish Haspital Service District <br /> Number One in which Dr. Dulam had a substantial economic interest at a time when Dr. Dulam <br /> was a party to an existing contract with James King and by reason thereof was in a position to <br /> directly affect James King's economic interests. <br /> IT IS FURTHER ORDERED that a$1,500 civil penalty,payable to the Treasurer of the <br /> State of Louisiana, he imposed upon James King and that in the event of a failure to pay, a suit <br /> may be filed to compel immediate payment of any balance due. <br /> [Signatures Contained on the Fallowing Pages] <br />
