You would like to know whether Mr. Fairbrother may <br /> continue to serve as Commissioner of VLC, while his wife, Alicia Carelus, is employed as <br /> Managing Director of Leadership Development for Teach for America. <br /> In July of 2025, Mrs. Carelus accepted the Managing Director position for TFA. On November <br /> 21, 2025, Mr. Fairbrother and Mrs. Carelus married one another. <br /> You stated that TFA is one of the 14 AmeriCorps subgrantees supported by grants from VLC. Mr. <br /> Fairbrother is a voting member of VLC and participates in discussion and voting on AmeriCorps <br /> grant awards, which are federal pass through dollars awarded by VLC each May on a competitive <br /> basis. TFA has an ongoing business relationship with Americorps. <br /> LAW <br /> La. R.S. 42:1111C(2)(d) states that no public servant and no legal entity in which the public <br /> servant exercises control or owns an interest in excess of twenty-five percent, shall receive any <br /> thing of economic value for or in consideration of services rendered, or to be rendered, to or for <br /> any person during his public service unless such services are: (d) Neither performed for nor <br /> compensated by any person from whom such public servant would be prohibited by R.S. <br /> 42:1115(A)(1) or(B) from receiving a gift. <br /> Page 1 of 4 (BD 2025-772) <br /> AN EQUAL OPPORTUNITY EMPLOYER <br />
