On November 16, 2022, Mark Hartman, on behalf of Ergon, submitted a bid letter to the UPPJ seeking a business relationship by offering to supply the UPPJ with the asphalt emulsion product CRS-2 at a set price for a six-month period. 5. The UPPJ hired Thomas D. "Tommy" Durrett, Jr., as its Public Works Director effective January 16, 2023. As the UPPJ's Public Works Director, Tommy Durrett's duties and responsibilities included,but were not limited to,planning, directing, coordinating, and reviewing the work of employees engaged in the construction, repair, and maintenance of parish roads, bridges, drainage works, and solid waste disposal, as well as maintaining related equipment and procuring materials and supplies. 6. In reliance on Ergon's bid letter dated November 16, 2022, Tommy Durrett approved a UPPJ Purchase Order dated February 9, 2023, to buy 2,493 gallons of CRS-2 at $2.79 per gallon from Ergon for a total amount of$8,159.21.On February 10, 2023, Ergon issued an invoice to the UPPJ for the purchase of the CRS-2,totaling$8,159.21. On February 22,2023,the UPPJ issued a payment to Ergon by check in the amount of$8,159.21, which was deposited into Ergon's bank account on March 1, 2023. 7. On June 20, 2023, Mark Hartman, on behalf of Ergon, submitted a new bid letter to the UPPJ seeking further business by offering to supply the UPPJ with additional asphalt emulsion products at a set price from July l, 2023, through December 31, 2023.
