Board of Ethics, at its April 2, 2026 meeting, considered your advisory opinion <br /> request, on behalf of the Shenandoah Estate Crime Prevention and Improvement District (the <br /> "District"), as to whether the Code of Governmental Ethics (the "Code") permits the District to <br /> use public funds to purchase plaques or trophies honoring volunteers. <br /> FACTS PROVIDED <br /> The District is a political subdivision of the State of Louisiana, having been created by La. R.S. <br /> 33:9097.9. The District would like to use public funds to purchase plaques or trophies honoring <br /> volunteers who have assisted the District in its work. <br /> You would like to know whether the District can use public funds to purchase these plaques and <br /> trophies. <br /> ANALYSIS AND CONCLUSION <br /> The Board concluded and instructed me to inform you that the purchase of these items does not <br /> present an issue under the Code. However, you should be advised that this opinion request may <br /> present an issue associated with the proper use of public funds, which is under the jurisdiction of <br /> the Attorney General's office. The Board suggests that you contact that office regarding the <br /> application of those laws. A copy of your request and this opinion has been forwarded to the <br /> Attorney General's office. <br /> Changes to the facts as presented may result in a different application of the provisions of the <br /> Louisiana Code of Governmental Ethics.
