Ethics Board Docket No. 2023-836 <br /> Page 2 of 8 <br /> II. <br /> JURI5DICTION: <br /> 1. <br /> The BOE is an agency of the State of Louisiana domiciled in East Baton Rouge Parish, <br /> Louisiana. <br /> 2. <br /> The BOE is authorized to offer a Consent Opinion to Ms. Stilley by virtue of Section <br /> 1141 C(3)(� of the Ethics Code. <br /> III. <br /> FINDINGS OF FACT: <br /> 1. <br /> Debbie Stilley operates a sole proprietorship called Covenant Creations. The sole <br /> proprietorship is not registered with the Louisiana Secretary of State as a separate business entity. <br /> 2. <br /> Ms. Stilley is the biological and legal mother of Krista Stilley Campbell. <br /> 3. <br /> Ms. Campbell was hired by the Livingston Parish School Board as a teacher at Albany <br /> High School (the"School") effective August 8, 2007. Ms. Campbell has continuously served as a <br /> teacher at the School at all times pertinent herein. The School is the "agency" of Ms. Campbell as <br /> defined by La. R.S. 42:1102(2)(a)(vi). <br /> 4. <br /> From October 2, 2020 through July 26, 2023, Ms. Stilley, doing business as Covenant <br /> Creations,transacted business with the School to provide various apparel items. <br />
