Ethics Board Docket No. 2022-026 <br /> Page 7 of14 <br /> (k) His May 10, 2021 letter to President Galligan represented a good-faith effort to <br /> formalize the existing arrangement and obtain explicit presidential approval for the continuation <br /> of supplemental compensation. The letter clearly described the business development duties <br /> being performed by Mr. Schroth and requested that these duties and the associated compensation <br /> be formally incorporated into Mr. Schroth's Vice Chancellor role. <br /> (1) President Galligan neither approved nor denied his May 10, 2021 request before Mr. <br /> Schroth's retirement from LSUHSGNO on January 19, 2022. Despite the absence of a formal <br /> response from President Galligan, the University's Human Resources department continued <br /> processing the supplemental payments to Mr. Schroth in recognition of the ongoing business <br /> development services being provided and in reliance on the existing approval structure and the <br /> Chief of Staff s guidance. Had President Galligan denied Dr. Hollier's request, Dr. Hollier would <br /> have asked Human Resources to stop the additional payments immediately. <br /> (m) Throughout the relevant period, Mr. Schroth actively and fully performed the <br /> business development responsibilities for which he received supplemental compensation. These <br /> services delivered tangible value and measurable benefits to LSUHSC-NO. The parties have <br /> formally acknowledged through their Joint Stipulation of June 28, 2024,that the $92,304 in <br /> supplemental compensation represented payment for actual services rendered to LSUHSC-NO. <br /> (n) The compensation rate of$7,692 monthly for the business development duties <br /> remained unchanged from the amount previously authorized by President Alexander in 2016, <br /> demonstrating consistency with the previously established fair market value for these services <br /> and continuity with the approved compensation structure. There was no increase in the <br /> supplemental compensation amount following Mr. Schroth's promotion. <br /> ___ <br />
