Ethics Board Docket No. 2021-889 <br /> Page 7 ofl3 <br /> (m) On May 10, 2021, Chancellor Hollier proactively submitted a letter to LSU System <br /> Interim President Thomas Galligan specifically requesting retroactive presidential approval to <br /> formally consolidate and integrate the business development duties and associated supplemental <br /> compensation into his Vice Chancellor position. This letter represented a good-faith effort by <br /> Chancellor Hollier to cure any perceived procedural deficiency and to bring the compensation <br /> arrangement into formal compliance with PM-3. <br /> (n) President Galligan neither approved nor denied Chancellar Hollier's May 10, 2021 <br /> request before his retirement from LSUHSC-NO on January 19, 2022. Despite the absence of a <br /> formal response from President Galligan, the University's Human Resources department <br /> continued processing the supplemental payments in recognition of the ongoing business <br /> development services being provided. <br /> (o) At no time did he engage in self-dealing, attempt to circumvent established oversight <br /> procedures, or intentionally violate PM-3 or any other university policy. His actions throughout <br /> were based on his good-faith understanding that the continuation of previously approved <br /> compensation for continued performance of previously approved duties was permissible, <br /> particularly in light of the guidance provided by the Chief of Staff. <br /> (p) The supplemental compensation payments caused no financial loss, waste of public <br /> resources, overpayment, double payment, or reputational damage to LSU, LSUHSGNO, or the <br /> public. The compensation was commensurate with the services performed and reflected the <br /> previously approved rate for those services. <br /> (q)All compensation he received was transparent to university administrators, properly <br /> processed through institutional payroll systems, appropriately recorded in university financial <br /> __ _ <br />
