LOUISIANA BOARD OF ETHICS CONSENT OPINION BD NO: 2025-171 RE: IN THE MATTER OF LOUISIANA OILFIELD RESTORATION ASSOCIATION, INC., CHROMOS WEALTH SOLUTIONS, LLC AND ANDREW BERTHELOT The Louisiana Board of Ethics (the `BOE"), pursuant to the authority contained in the Louisiana Code of Governmental Ethics (the "Ethics Code"), La. R.S. 42:1101, et. seq., and particularly Section 1141 of the Ethics Code, conducted a confidential investigation concerning information that Louisiana Oilfield Restoration Association, Inc., a Louisiana corporation ("LORA"), Chromos Wealth Solutions, LLC, a Louisiana limited liability company("Chromos"), and Andrew Berthelot, a resident of the State of Louisiana, may have violated Section 1117 of the Ethics Code by virtue of providing a thing of economic value to Johnny W. Adams, an employee of the Louisiana State Office of Conservation, which he was prohibited from receiving pursuant to Section 1 ll SA of the Ethics Code. On the basis of information obtained during the investigation, and with the concurrence of LORA, Chromos and Mr. Berthelot (collectively, the "Respondents"), the BOE and the Respondents enter into this Consent Opinion as follows: I.
