You stated that you are employed <br /> by the Bossier Parish School Board (BPSB) through your work as a Certified PE teacher at the <br /> Legacy Elementary School(LES).You are the sole owner/operator ofa parking lot striping business, <br /> Newstripes. You stated that you would like to provide parking lot striping services to schools within <br /> the BPSB. <br /> The Board concluded and instructed me to inform you that the Code of Governmental Ethics(Code) <br /> would not prohibit you from contracting with schools to provide parking lot striping services within <br /> the BPSB, so long as you do not provide these services for LES. Section 1113A(1)(a) of the Code <br /> prohibits a public servant or immediate family member from bidding on or entering-into any <br /> contract, subcontract,or other transaction that is under the supervision or jurisdiction of the agency <br /> of such public servant.Because your agency is LES and not all schools within BPSB,you would not <br /> be prohibited from contracting with schools, excluding LES, within BPSB for parking lot striping <br /> services. <br /> This advisory opinion is based solely on the facts as set forth herein. Changes to the facts presented <br /> may result in a different application of the provisions of the Code of Ethics. The Board issues no <br /> opinion as to past conduct or laws other than Code of Governmental Ethics.
