LOUISIANA BOARD OF ETHICS <br /> acting as the <br /> • SUPERVISORY COMMITTEE ON CAMPAIGN FINANCE DISCLOSURE <br /> Date: February 14, 2002 Opinion No.: 2001 -769 <br /> Re: Personal use of Campaign Funds by The Honorable Janice Clark, District Court Judge <br /> The Louisiana Board of Ethics, acting as the Supervisory Committee on Campaign <br /> Finance Disclosure (the "Board "), conducted a confidential investigation after reviewing a <br /> campaign finance disclosure report filed by The Honorable Janice Clark, District Court Judge <br /> ( "Judge Clary'). On the basis of information obtained by the Board during the course of the <br /> investigation, and with the concurrence of Judge Clark, the Board now makes the following: <br /> I. <br /> • FINDINGS OF FACT <br /> 1. <br /> Judge Clark was elected as District Court Judge, 19`" Judidical District Court, in the <br /> October 1992 election. She was re- elected without opposition in September 1996. <br /> 2. <br /> Judge Clark had surplus campaign funds from both the 1992 and 1996 elections. <br /> 3. <br /> On the campaign finance disclosure report she filed February 16, 2001, Judge Clark <br /> reported that she had accepted a loan from her campaign funds of $32,000 on April 15, 2000. <br /> 4. <br /> • At its January 16, 2002 meeting, the Board referred Judge Clark to investigation in <br /> reference to the disclosed loan.
