LA 71171-5337 <br /> Re: Docket No. 2022-206 <br /> Advisory Opinion <br /> Dear Mr. Jacobs: <br /> "fhe Louisiana Board of Ethics(-Board"). at its June 3,2022 and July 8,2022 meetings,considered <br /> your request for an advisory opinion regarding whether the father of the Chief Administrative <br /> Officer("CAO") for Bossier City can be employed by the city. <br /> FACTS PROVIDED <br /> Amanda Nottingham was appointed Bossier City CAO on September 8, 2021. Her father, Terrell <br /> Dale Teutsch. was employed with the Bossier City Police Department for more than 37 years. <br /> Prior to his retirement in 2009, Mr. Teutsch was employed as a Deputy Chief with the police <br /> department. Her stepmother, Cynthia Nerren, owns CN Consulting, LLC. <br /> The City recently selected a new Chief of Police, who did not have prior experience in Bossier <br /> City Police Department. You stated that in order to ensure a smooth transition, you would like to <br /> employ a retired member of the Bossier City Police Department who has extensive experience in <br /> police administration, staffing,and organization. The person you would like to hire is Mr. Teutsch. <br /> You stated that you, independent of the Mayor, in your capacity as City Attorney pursuant to the <br /> City's Home Rule Charter that allows you"to acquire and monitor any outside legal assistance the <br /> City may require," would like to engage the services of Mr. Teutsch, You stated that he will <br /> provide services to the Legal Department on issues related to staffing and organization of the <br /> Police Department civil service law and procedure. <br /> Your original request and your subsequent request dated May 25,2022,sought an advisory opinion <br /> regarding the propriety of Mr. Teutsch providing such services pursuant to a contract between the <br /> City and CN Consulting, or, in the alternative, being hired an employee of the City's Legal <br /> Department or Police Department. <br /> However, during the course of the Board's June 3, 2022 meeting, and confirmed by your <br /> subsequent correspondence, you have amended your request to only seek an opinion as to the <br /> propriety of the City hiring Mr. Teutsch within the Legal Department.
