LOUISIANA BOARD OF ETHICS <br /> CONSENT OPINION <br /> DATE: Friday, September 1,2023 BD NOS. 2019-1317 <br /> 2020-851 <br /> IN THE MATTER OF PATRICK C. MORROW, <br /> PATRICK MORROW, A PROFESSIONAL LAW <br /> RE: CORPORATION, AND MORROW, MORROW, <br /> RYAN, AND BASSETT, A LOUISIANA <br /> PARTNERSHIP <br /> The Louisiana Board of Ethics (hereinafter the "BOE")pursuant to the authority contained <br /> in the Louisiana Code of Governmental Ethics ("Code"), La. R.S. 42:1101, et. seq., and <br /> particularly Section 1141 of the Code, conducted a Confidential Investigation concerning <br /> information that Patrick C. Morrow,in his capacity as a member of the Opelousas General Hospital <br /> System Board of Trustees, may have violated La. R.S. 42:1113(3) and La. R.S. 42:1121 of the <br /> Code by virtue of the contractual relationship between his law firms and his agency, which <br /> continued after his resignation. Additionally, the Confidential Investigation involved information <br /> that Patrick Morrow, A Professional Law Corporation and Morrow, Morrow, Ryan, and Bassett, <br /> A Louisiana Partnership also may have violated La. R.S. 42:1113(B) and La. R.S. 42:1121(C). <br /> Charges were filed against the Respondents with the Ethics Adjudicatory Board ("EAB"). <br /> On the basis of information obtained during the Confidential Investigation, and with the <br /> concurrence of the Respondents,the BOE and the Respondents enter into this Consent Opinion as <br /> follows: <br /> L l igCS 13DARD REC5D <br /> SEP 12'23 f;mI 1:38 <br />
