Weidenboerner
Franklin/Third Ward Marshall
P.O. Box 343
Franklin, Louisiana 70538
Re: Docket No. 2025-008
Advisory Opinion
Dear Marshal Weidenboerner:
The Louisiana Board of Ethics, at its March 7, 2025 meeting, considered your request for an
advisory opinion as to whether the Code of Governmental Ethics ("Code") pennits the Chief
Deputy Marshall of the Franklin/Third Ward Marshall's Office to serve as the Interim Police Chief
for the Jeanerette Police Department.
FACTS PROVIDED
Chief Deputy Marshall Terrance Moore is a full-tiine employee of the Franklin/Third Ward
Marshall's Office. He was recently chosen to be the Interim Police Chief for the City of Jeanerette,
Louisiana, which would be a temporary position. Chief Deputy Marshall Moore is aware that he
camlot be on the clock with the Franklin/Third Ward Marshall's Office while also performing
worlc for the Jeanerette Police Department and vice versa.
You ask whether Chief Deputy Marshall Moore is permitted to work for the Jeanerette Police
Department while being employed with the Franklin/Third Ward Marshall's Office.
ANALYSIS AND CONCLUSION
The Board coilcluded and instructed me to inform you that being einployed with the Franklin/Third
Ward Marshall's Office while also working for the Jeanerette Police Department does not pose an
issue under the Code. However, you should be advised that this opinion request may present an
issue associated with the Louisiana Dual Employment Laws, which are under the jurisdiction of
the Attorney General. The Board suggests that you contact that office regarding the application of
those laws. A copy of your request and this opinion has been forwarded to the Attorney General's
Office.
Changes to the facts as presented may result in a different application of the provisions of the
Louisiana Code of Governmental Ethics. The Board issues no opinion as to past conduct or as to
laws other than the Louisiana Code of Governmental Ethics, the Campaign Finance Disclosure
Act,the Lobbyist Disclosure Acts, and the conflict of interest provisions contained in the Louisiana
Gaming Control Law.
Page 1 of 2 (BD 2025-008)
AN EQUAL OPPORTUN/TY EMPLOYER
