Drawer 579 <br /> New Roads, Louisiana 70760 <br /> Re: Docket No.2025-413 <br /> Advisory Opinion <br /> Dear Ms.Aguillard: <br /> The Louisiana Board of Ethics, at its meeting on September 5, 2025, considered your request for <br /> an advisory opinion as to whether the Code of Governmental Ethics ("Code") prohibits Pointe <br /> Coupee Parish School Board employee Tabitha Ransom's son from being employed in the 21" <br /> Century Community Learning Center. <br /> FACTS PROVIDED <br /> Tabitha Ransom is the Supervisor of the 21" Century Community Learning Center. The 21St <br /> Learning Centers are the after school and summer programs offered by the Pointe Coupee School <br /> Board. The 21St Century Community Learning Centers at each school have a site coordinator. The <br /> Principal and the Site Coordinator are responsible for the hiring of teachers for the 21" Century <br /> Community Learning Programs. <br /> Tabitha Ransom's job duties as the Supervisor of the 21St Century Community Learning Center <br /> include, but are not limited to, verifying the accuracy of the time cards submitted by the teachers <br /> working in the 21St Century community learning center for Rougon Elementary School. Trey <br /> Nelson, Tabitha Ransom's son,will be employed in the district by Rougon Elementary School for <br /> the 2025-2026 school year. Mr. Nelson would like to apply to be a teacher at the 21" Learning <br /> Center at Rougon Elementary School. <br /> LAw <br /> La. R.S. 42:1119A provides that no member of the immediate family of an agency head shall be <br /> employed in his agency. <br /> La. R.S. 42:1102(2)(a)(i) defines "agency" to mean a department, office, division, agency, <br /> commission, board, committee, or other organizational unit of a governmental entity. <br /> La. R.S. 42:1102(3) defines "agency head" to mean the chief executive or administrative officer <br /> of an agency. <br /> La.
