Frenchmans Bend Road <br /> Monroe, Louisiana 71203 <br /> Re: Docket No. 2025-536 <br /> Advisory Opinion <br /> Dear Mr. Green: <br /> The Louisiana Board of Ethics ("Board"), at its meeting on November 7, 2025, considered your <br /> request for an advisory opinion regarding whether the Code of Governmental Ethics prohibits your <br /> company Green Light Safety Services, LLC from providing services to the West Monroe <br /> Louisiana Delta Community College as an approved vendor for the Incumbent Worker Training <br /> Program (IWPT) grant while you serve as a member of the Louisiana Workforce Boards 81 and <br /> 83. <br /> FACTS PROVIDED <br /> Your company Green Light Safety Services, LLC provides OSHA 10 and CPR/First Aid training. <br /> The West Monroe Louisiana Delta Community College provides training to the apprentices <br /> enrolled in the Electrical Training Alliance (ETA). In 2023, the West Monroe Louisiana Delta <br /> Community College applied for an IWPT grant.Additionally,in 2024,your company,Green Light <br /> Safety Services, LLC, was approved as a vendor by the IWPT board. You stated that the IWPT <br /> grants do not come from the Louisiana Workforce Boards 81 or 83. The IWPT funds and <br /> distributes the grants directly to West Monroe Louisiana Delta Community College. You provided <br /> that you have no family members employed with the West Monroe Louisiana Delta Community <br /> College. <br /> ANALYSIS AND CONCLUSION <br /> The Board concluded and instructed me to inform you that the Code of Governmental Ethics does <br /> not prohibit Green Light Safety Services, LLC from providing compensated services as a vendor <br /> of IWPT to train ETA apprentices at the West Monroe Louisiana Delta Community College as <br /> part of an IWPT grant. <br /> Changes to the facts as presented may result in a different application of the provisions of the <br /> Louisiana Code of Governmental Ethics.
