Bernard <br /> Director, Human Resources Department <br /> St. Martin Parish Sheriff's Office <br /> 400 St. Martin Street <br /> Post Office Box 247 <br /> St. Martinville, Louisiana 70582 <br /> Re: Docket No. 2025-683 (2) <br /> Disqualification Plan <br /> Dear Ms. Bernard: <br /> The Louisiana Board of Ethics ("Board"), at its meeting on December 5, 2025, considered your <br /> request for approval of a proposed disqualification plan submitted on behalf of St. Martin Parish <br /> Sheriff s Office employees, Katie Santiny, and her daughter, Chloe Melancon. <br /> FACTS PROVIDED <br /> Chloe Melancon started employment with the St. Martin Parish Sheriff s Office ("Sherift s <br /> Oftice") on October 2, 2025, �nd serves as a Correctional Officer in the Corrections Division. Her <br /> mother, Katie Santiny, has been employed with the Sheriff's Office since July 9, 2019, and serves <br /> as a supervisor in the 911 Communications Department under the Support Services Division. <br /> Given their current positions in sepai�ate divisions, it is unlikely that the parties will be required to <br /> work together. However, to avoid any potential violation of La. R.S. 42:1112, the Sheriff s Office <br /> submits the following proposed disqualification plan for the Board's approval. <br /> PROPOSED DISQUALIFICATION PLAN <br /> Katie Santiny and Chloe Melancon are both indefinitely disqualified and excluded from any and <br /> all duties, decisions, and/or approvals required by the St. Martin Parish Sheriffs Office that affect <br /> the employment and/or salary of one another. <br /> Katie Santiny's chain of command is as follows: 911 Communications Executive Director, Support <br /> Services Division Commander/Major, Chief Deputy, Sheriff. <br /> Chloe Melancon's chain of command is as follows: Corrections Sergeant, Corrections Lieutenant, <br /> Assistant Warden/Captain, Warden/Major, Chief Deputy, Sheriff. <br /> The duties, decisions, and/or approvals of all matters pertaining to the employment of both parties <br /> will flow up the above-listed chain of command directly to the Sheriff or the individual appointed <br /> by the Sheriff to make such decisions. <br /> Page 1 of 2 (BD 2025-683) <br /> AN EQUAL OPPORTUNITY EMPLOYER <br />
