R.S. 42:1101, et. <br /> seq., and particulazly Section 1141 of the Ethics Code, conducted a confidential investigation <br /> concerning information that Hesperus LLC may have violated Section 1113A of the Bthics Code <br /> by virtue of sti.bmitting bids an the sale of suxplus properry under the supervision or jurisdictian of <br /> �efferson Farish, while its member, Jeffery Simno, was employed by Jefferson Parish Council, <br /> Distziet 5. <br /> On the basis of infarmation obtained during the investigation,the BOE and Hesperus LLCs <br /> enter into t}us Consent Opinion as follows: <br /> I.
