Davis, Sr. <br /> 3605 Hanover Court <br /> Bossier City, LA 71111 <br /> Re: Docket No. 2026-021 <br /> Advisory Opinion <br /> Dear Mr. Jackson: <br /> The Louisiana Board of Ethics, at its March 6, 2026 meeting, considered your request regarding <br /> whether your submitted Disqualification Plan meets the appropriate guidelines pursuant to the <br /> Code of Governmental Ethics (the "Code"). <br /> FACTS PROVIDED <br /> An Advisory Opinion was rendered in Docket No. 2025-641 advising that the Code would not <br /> prohibit the transfer of your son, Terrance Davis, Jr., to a station at which you are assigned as an <br /> EMS Supervisor. As directed in that Advisory Opinion, you are now submitting the following <br /> Disqualification Plan regarding matters involving your son for approval: <br /> 1. You shall not be involved in any disciplinary action, EMS Investigation, promotion, <br /> evaluation, or economic decision involving Terrance Davis, Jr. All such matters shall be <br /> reassigned to alternate command staff or supervisors within the established chain of <br /> command. <br /> 2. For Non-EMS Disciplinary Issues, if the matter involves Terrance Davis, Jr., the B-Shift <br /> Assistant Chief, Tommy Carpenter, shall assign the case to alternate supervisor within the <br /> chain of command. <br /> 3. For EMS Complaints or Investigations,if the matter involves Terrance Davis,Jr.,the case <br /> should be reassigned to an alternate EMS supervisor Car82/Car83 (Captain Eric Stacy or a <br /> future appointee). <br /> 4. You shall not be involved in any matters concerning promotional processes, pay, <br /> incentives, compensation decisions, specialty assignments, evaluations, performance <br /> reviews, or any action involving financial benefit or career advancement regarding <br /> Terrance Davis, Jr. <br /> Page 1 of 2 (BD 2026-0212) <br /> AN EQUAL OPPORTUNITY EMPLOYER <br />
