Gasperecz <br /> 1001 Joseph Street <br /> New Orleans, Louisiana 70115 <br /> Re: Docket No. 2026-098 <br /> Advisory Opinion <br /> Dear Ms. Gasperecz: <br /> The Louisiana Board of Ethics, at its April 2, 2026 meeting, considered your advisory opinion <br /> request as to whether the Code of Governmental Ethics (the "Code") permits a non-profit <br /> organization for which you serve as a director may receive grants from the agency for which you <br /> serve as a commissioner. <br /> FACTS PROVIDED <br /> You currently serve as Commissioner and Vice-Chairperson of the French Quarter Management <br /> District(the"District"). <br /> You also serve on the board of UNITY of Greater New Orleans ("UNITY"), a non-profit that <br /> supports various homeless initiatives. In such capacity, UNITY may be eligible to receive grants <br /> administered by the District. You do not receive any compensation for your service as a UNITY <br /> board member. <br /> You would like to know if UNITY may receive grants administered by the District while you serve <br /> as a UNITY board member. <br /> LAW <br /> La. R.S. 42:1113B prohibits an appointed member of any board or commission, member of his <br /> immediate family, or a legal entity in which he has a substantial economic interest, from bidding <br /> on or entering into or having a substantial economic interest in any contract, subcontract, or other <br /> transaction which is under the supervision or jurisdiction of the agency of such appointed member. <br /> ]La.
