LOUISIANA BOARD OF ETHICS <br /> CONSENT OPINION <br /> BD NO: 2025-171 <br /> RE: IN THE MATTER OF LOUISIANA OILFIELD RESTORATION ASSOCIATION, <br /> INC., CHROMOS WEALTH SOLUTIONS, LLC AND ANDREW BERTHELOT <br /> The Louisiana Board of Ethics (the `BOE"), pursuant to the authority contained in the <br /> Louisiana Code of Governmental Ethics (the "Ethics Code"), La. R.S. 42:1101, et. seq., and <br /> particularly Section 1141 of the Ethics Code, conducted a confidential investigation concerning <br /> information that Louisiana Oilfield Restoration Association, Inc., a Louisiana corporation <br /> ("LORA"), Chromos Wealth Solutions, LLC, a Louisiana limited liability company("Chromos"), <br /> and Andrew Berthelot, a resident of the State of Louisiana, may have violated Section 1117 of the <br /> Ethics Code by virtue of providing a thing of economic value to Johnny W. Adams, an employee <br /> of the Louisiana State Office of Conservation, which he was prohibited from receiving pursuant <br /> to Section 1 ll SA of the Ethics Code. <br /> On the basis of information obtained during the investigation, and with the concurrence of <br /> LORA, Chromos and Mr. Berthelot (collectively, the "Respondents"), the BOE and the <br /> Respondents enter into this Consent Opinion as follows: <br /> I. <br /> PARTIES: <br /> The Parties hereto are: <br /> Louisiana Oilfield Restoration Association,Inc.,a Louisiana corporation <br /> with a registered address of 10626 Linkwood Court, Suite C, Baton Rouge, <br /> Louisiana 70810; <br />
